The proposal

The Human Party Economic Reconstruction package coordinates healthcare, wages, taxation, retirement, disability, paid leave, employment injury, and unemployment protection around one practical goal: people should be able to work, receive care, withstand predictable life disruptions, and retire with dignity without hiding the cost of those promises.

The package is founder-ready. Its policies and preliminary models are sufficiently developed for public explanation, congressional discussion, agency consultation, and recruitment of qualified reviewers. It is not enacted legislation, an official government score, an actuarial certification, or an independently validated forecast.

The current package does not establish enacted authority, a final statutory tax base, certified solvency, final contribution rates, a legal opinion, State implementation plans, provider-capacity readiness, macroeconomic effects, or independent replication.

Those are not hidden omissions. They are the next professional assignments. The approved handoff specification defines seven workstreams for tax and revenue, integrated fiscal analysis, retirement actuarial work, healthcare actuarial and delivery review, labor and macroeconomic analysis, legal and implementation design, and independent replication.
