Development Status
HP-03 is an outline-stage Human Policy Paper. The controlling library register identifies this project as part of the Justice Reform Series, but no current standalone full draft has been located.
This preliminary web page exists to make the project visible without representing unfinished work as completed policy. Detailed mechanisms, implementation rules, evidence review, objections, and governing standards remain to be developed.
Current Role
Constitutional and Accountable Policing is reserved as Justice Reform Series, Volume II. It should be read together with the Justice Reform Series architecture and the developed HP-02 work, while recognizing that this paper itself remains at outline stage.
Next Work
The next substantive pass should define the problem, identify the affected human interests, examine evidence and credible alternatives, develop implementation and oversight mechanisms, stress-test failure modes, and state the governing standard that should survive later technical revisions.

This paper states the Human Party’s current proposal or development direction based on the work available today. It is published for examination, criticism, correction, and improvement. Where evidence shows a better course, the proposal should change.
